Climate action

How have you contributed to climate action in your community through advocacy, past work, advisory committees, volunteer work, and/or reducing your personal carbon footprint?
I’ve been an advocate of sustainable, progressive, and social change my whole life. As a councillor, specifically, I’ve championed some of Victoria’s first climate action work, including the creation of our climate action plan and then resourcing the plan and the City’s climate work. As a councillor, I brought in a motion to stop using plastic water bottles in all city facilities, and have supported work to electrify the City’s vehicle fleet and now BC Transit buses, expand Victoria’s climate action team, reduce single use plastics in Victoria, and much more.

Questions for Victoria

What are Victoria’s three most important environmental priorities for the next four years? What policies and budgets would you advance, and how would you respond when environmental protection is presented as conflicting with housing or economic growth?
Firstly, I think housing and economic growth can go hand-in-hand with sustainability and climate-conscious direction. By requiring low-carbon housing designs, reducing reliance on vehicles, and recycling building waste, as examples, we can support both priorities. Looking forward to the next term, I would prioritize expanding access to transit as a means to reduce reliance on high-emission vehicles, explore more ways to increase tree-cover in neighbourhoods, and work to phase out gas-powered tools in the city. I would continue to support climate resiliency and adaption, as well as emergency preparedness. On an economic development level, climate and environmental protection can spur innovation and development, and Victoria's location as a coastal hub makes us a centre for ocean-based climate innovation and protection, and Indigenous-led climate innovation. I believe we can find balance in our city budget that protects climate and environmental funding and programs, and that environmental protection is a tool for economic development, and not oppositional to it.
What policies and investments would you prioritize for the next heat dome to retain mature shade trees, expand canopy in heat-vulnerable neighbourhoods, improve public cooling and drinking-water access, and ensure all at-risk residents receive protection?
Following the last heat dome, Victoria has done a lot of work to prepare for future heat domes, and other climate related emergencies. For heat-specific emergencies, our emergency response teams distribute "stay cool" kits to unhoused residents, neighbourhood associations, and community groups. We have improved our public communication around heat, and created maps of cooling centres and other other public resources. We install additional water fountains and misting stations throughout the city in publicly accessible locations, as well. The City has also participated in heat mapping to better understand what areas of the city need the most support - data is critical to addressing extreme heat and other climate emergencies. Looking forward, I have committed in my platform to improving tree canopies and creating more park spaces with shade. If re-elected, I would also advocate for expanded emergency services including more public notification and signage, and more public water access.
What changes to bylaws, development standards and approvals would you support to retain mature trees, Garry oak ecosystems, wildlife corridors, adequate soil and permeable ground to measure and enforce progress toward the 40% canopy target?
We can do more work to protect the existing tree canopy and natural ecosystems, particularly in neighbourhoods. In my platform, I’ve committed to exploring options to convert small public land parcels into parks, to increase access to natural spaces. If re-elected, I would also direct staff to increase tree and climate-resistant planting in existing public parks and boulevards, and develop grants and incentives for residents to plant trees on their properties to help grow the tree canopy.
Which municipal actions would you prioritize to close Victoria’s 2030 emissions gap? What improvements would you require or incentivize, how would you make them affordable and accessible, and what measurable results would you deliver during your term?
I would start by prioritizing active transportation, as I have done throughout my term, to make low-carbon transportation more accessible. In the 2023 reporting, transportation accounted for 40% of emissions. I would also prioritize low-carbon requirements for new developments. I would explore options to phase out gas-powered landscaping equipment in the city, and continue work to transition the City’s fleet to electric vehicles. I believe that there are opportunities to work with the provincial government to provide incentives for home owners and multi-unit residential buildings to phase out high-emission fuel use to low-emission systems, like installing heat pumps, to make them affordable. As measures of success, I would assess progress by examining our community emissions targets, with a goal of achieving at least 40% by 2030. While that still leaves a gap from the intended goal, it would be considerable progress that is financially possible.
