I am serving my second term as Mayor. The City is home, where I was born and raised my family and worked as a public health nurse. I served as a School Trustee and on Council. I am committed to building a healthy, inclusive, and vibrant city for all.

Climate action

How have you contributed to climate action in your community through advocacy, past work, advisory committees, volunteer work, and/or reducing your personal carbon footprint?
Climate Action is a key priority. When elected Mayor, Council set the vision to be the Healthiest Small City creating the first ever strategic plan with 5 core objectives. This led to the endorsement of the first ever Climate and Environment Strategy in the City.
The Housing Action Plan, Mobility Strategy, and Well-being Strategy were endorsed. Moving forward, the focus will be continuing to deliver on these inter-connected strategies to achieve our vision.
Fully support land use planning in conjunction with transportation planning
Locally I have supported the delivery of a connected cycling network, Crosscut Bridge, building out of the sidewalk network.
Regionally, as Mayor, Chair of NS Connects and on Translink Mayors Council, I have been a strong advocate for Bus Rapid Transit to the NS, R2 extension and lobbying senior governments for permanent, predictable funding to roll out the full Investment Plan for public transit.
Approved the Parks and Public Spaces Master Plan (in process).
Delivered 2 new parks with 2 more in progress.
Expanded Community Gardens.
Held dozens of Park Stewardship events with thousands of volunteer hours contributed
Completed the Community Wildfire Protection Plan and tactics completed for all high priority treatment areas.
Expanded the Pollinator Meadow Program and installation of bat and bird habitat.
Supported the expansion of the Living Tree Program with an equity lens.
Planted 5400 trees and 2600 native plants across the city.
Endorsed the installation of 3 noise monitoring stations and will use data support mitigation strategies.
Endorsed the Asset Management Strategy.

Questions for North Vancouver (City of)

Lonsdale Energy Company has often promised a carbon neutral pathway. What steps will you take to ensure this report is published in the next year?
Lonsdale Energy (LE) is wholly owned by the City although has its own CEO and Board of Directors. As a Council we can provide comments and suggestions to them and recognize that the release of reports is for their Board to determine. Having said that, it is important that the work of LE and the City are aligned and that the working relationships remain strong. I would work with LE to seek a clear commitment on timeline delivery for a public release of the report within the next year.
Expensive renewable natural gas (RNG) use was introduced as a temporary solution for Lonsdale Energy Company to decarbonize, but is now a permanent part of LEC's energy mix. What steps will you take to eliminate RNG from LEC's energy mix?
LE is taking concrete steps to support the City’s Climate and Environment Strategy, and is on the path to transitioning away from RNG, and its target of net-zero emissions by 2050. LE integrated a new electric energy centre with electric boilers in 2025 and currently, the Urban Heat Recovery Centre is being built with completion in late 2027, which will cut system emissions by 40%. Moving forward I would like to see LEC report out annually on the energy mix, emissions associated with each source, costs to customers and where they are on the pathway to transition. I believe LE goal of using RNG as a temporary tool should be maintained but the completion of the deeper transformation of the system needs to be mapped, timed, budgeted, and phased to ensure system competitiveness and customer affordability throughout the process.
What steps would you take to correct the taxes that residents must now pay due to Metro Vancouver's handling of the sewage treatment plant?
Protecting residents from these impacts remains a priority for me. North Shore residents should not be left carrying an unfair burden for unprecedented cost overruns on a project they did not manage.

I will continue to pursue four clear actions.

First, I will continue to press for a fairness mechanism that addresses extraordinary cost overruns on major regional infrastructure. The existing cost-sharing formula should not operate as a blank cheque when costs escalate far beyond the scope and budget originally contemplated.

Second, I will continue seeking direct financial relief for North Shore residents through the province, especially since the North Shore Director's request to the Board that the full $235 million Acciona settlement be applied to reducing the cost of the plant for North Shore ratepayers was turned down.

Third, I will continue pressing the Province for an independent public inquiry, reform of Metro Vancouver’s governance, and legislative changes to its borrowing framework. When municipalities can be committed to billions of dollars of long-term debt by another organization, there must be meaningful transparency, oversight and democratic safeguards.

Fourth, I am committed to move forward with the formal complaint to the Inspector of Municipalities if the Province fails to step in and make the necessary changes.

We raised concerns through Metro Vancouver’s governance processes for years. When those processes failed to deliver meaningful change, we took our concerns directly to the Province. I will continue that work—fighting for fairness, accountability and meaningful financial relief for North Shore residents.

What steps would you take to require retention of mature trees through land use planning or other tools.
One of the extraordinary things about North Vancouver is that you can live in an urban community and still have an incredibly strong relationship with nature. As we grow, we need to protect and enhance that.

That means expanding our urban forest, renewing parks, improving biodiversity, protecting our waterfront, and designing neighbourhoods where people can walk and cycle rather than relying exclusively on a car.

Mature trees are an important part of our urban forest and provide benefits that cannot simply be replaced by planting a young tree. My approach is retention first, where practical, while continuing to deliver the housing and community infrastructure people need.

A key step is identifying significant and mature trees early in the development process, allowing applicants and the City to explore opportunities to design around them. We can also use land-use tools to encourage retention through thoughtful building placement, setbacks and landscaping, and provide appropriate design flexibility where it can help preserve important trees.

Where retention is not practical, our replacement approach should consider canopy, species, and climate resilience. I would also explore incentives for property owners and developers to retain mature trees.

I don’t see urban development and environmental stewardship as opposing ideas. Done well, compact communities can protect and enhance our environment while giving people an exceptional quality of life. That should be our goal.
Should the tree bylaw apply to ALL sites, even if the sites are not being re-developed?
I believe this specific question would best be explored within a community conversation as we move forward with the Urban Forest Directions Report which lays out a path forward to grow a thriving, resilient urban forest in the City that supports a healthy, livable, climate-resilient community. We know that our climate is changing and trees are an important asset - critical infrastructure for so many reasons - which is why we need to plan for them. My focus will be on moving forward with the recommendations within the report then planning for annual priorities, capital budgets and actions. Protecting and enhancing our urban forest is a collective responsibility, one that needs to be looked at holistically.
