Climate action

How have you contributed to climate action in your community through advocacy, past work, advisory committees, volunteer work, and/or reducing your personal carbon footprint?
Climate action has been an important part of my work on Council over the past eight years. I served for four years as Council’s representative on the Coquitlam River Watershed Roundtable and have also served as Chair and Vice-Chair of the Sustainability and Environmental Advisory Committee.

I supported the development and adoption of Coquitlam’s Environmental Sustainability Plan, Climate Action Plan and Urban Forest Management Strategy. I have also supported stronger stream protection, better stormwater management and an integrated approach to our watersheds, recognizing that our streams, forests, drainage systems and development are all connected.

For me, climate action is about both reducing emissions and preparing our community for the impacts of climate change. That means building more energy-efficient and resilient facilities, protecting our urban forest, improving stormwater management and making sure we are prepared for extreme weather.

We have put important plans in place. My focus now is making sure we follow through, monitor the results and make adjustments where needed.

Questions for Coquitlam

To be community oriented, new housing development must be integrated with local infrastructure - jobs, schools, shops, transit, walkable nature, green energy. How would you ensure adequate infrastructure to support increased density and population?
As Coquitlam continues to grow, we need to make sure our infrastructure and services keep pace. I believe new housing should be part of complete communities, with access to transit, schools, parks, recreation, shops and opportunities to work close to home.

Over the past eight years, I have supported investing in parks and recreation facilities, active transportation infrastructure and other community amenities as Coquitlam grows. We also need to continue working closely with School District 43, TransLink and senior governments to make sure their investments keep pace with our growth.

With the changes to provincial housing legislation, Coquitlam is experiencing more growth and density in areas that are further away from transit hubs and were not expecting change. This has, and will, impact our infrastructure needs, so I believe we need to plan carefully as new subdivisions come on line in low-density areas. That means looking at roads and off street parking, transit, water and sewer capacity, schools, parks, childcare and recreation before and as new neighbourhoods are built.
Tree canopies provide micro climate benefits. New planted trees reduce overall emissions by breathing in CO2 but take decades to reach mature tree canopy cover. How would you increase city retention of mature trees and establish adequate canopy standards?
Mature trees are an important part of Coquitlam. They provide shade, help manage stormwater, support wildlife, store carbon and make our neighbourhoods more livable.

I am concerned about the impact of the province’s small-scale multi-unit housing (SSMUH) requirements on mature trees in established neighbourhoods. We need more housing, but we should also do everything we reasonably can to retain mature trees when new housing is built. As new projects come before Council, we need to carefully review the tree management plan. This was the case on a project during this term, when we pushed back to retain matures trees on a SSMUH project during the approval process.

I supported Coquitlam’s Urban Forest Management Strategy, which was adopted this year and includes a 50% city-wide tree canopy target. The strategy includes stronger tree-planting requirements for development and funding for community tree planting, but I understand that these measures will take time. However, now that the strategy is in place, I believe we need to focus on implementation and accountability. We should monitor the outcomes and work to improve our tree canopy, including mature trees, over time.
Describe your position on early adoption and implementation of the Zero Carbon Step Code* for new residential buildings? (*introduced in 2023 by BC government to allow cities to limit fossil fuel use in new buildings to reduce CO2 emissions)
While I support the goal of reducing greenhouse gas emissions from new buildings, I also believe we need to be practical about how quickly we implement new requirements.

When Council considered moving ahead of the provincial timeline, I did not support Coquitlam adopting the higher requirements earlier than the provincial deadline. My decision was based on the need to balance climate action with costs, as affordable housing is still a key need in our City.

When the provincial requirements are implemented, I believe we should monitor the results, learn from the experience and consider whether there are opportunities to go further in the future.
